The Niagara County Board of Elections has confirmed that Robert M. Restaino has emerged as the winner of the democratic primary election against Seth Piccirillo. After counting all absentee ballots, Restaino out-gained Piccirillo nearly 2-1. Attorneys as well as officials from the Niagara County Board of Elections were on hand for the count.
